Frequently asked Questions regarding Six Nations People’s Cannabis Agreement – 1st Draft
 

1. What is your definition of “Community?”

Answer : All band members, resident and non-resident. Those who wish to have their voices heard will always have an avenue through the coalition.


2. Document states it is “Six Nations People’s Cannabis Agreement” but throughout the document it refers to this document as a “Law”

Answer : Has been amended throughout.


3. Regarding 2.1 (b) – how will this be done?

Answer : By building a structured system with the right amount of checks and balances and community agreement external agencies have no rights to venture onto our territory. if this fails then attempts to create first nation compacts will be made
first nation compacts are agreements or treaties made between first nations and the government of Canada.


4. Regarding 2.1 (c) - …. And tangible benefits for the people of; - of what?

Answer : The Six Nations.


5. Regarding 2.1 (e) (iii) will section 29 be the only enforcement? If so, what are the guidelines provided for the Commission in regards to the fines to ensure consistency? If not, what other enforcement will be used?


6. Regarding “At arm’s length” -  are not related and have no relationship to one another – how do you plan on enforcing this in such a small community?

Answer : The expertise and knowledge is within our community. the level at which a conflict and ensuring arms length is maintained will be a constant conversation. Transparency, integrity and trust are all traits that we will be looking for in the commission members.


7. Regarding “holder” – what do you call a holder of all the other permits?

Answer : A holder is a holder regardless of the number of permits approved.


8. Regarding 6.2 – “….SNPCC will issue a statement clarifying the perceived or actual conflict and amend the agreement as needed.” – How will this be done? Ie: what’s the process and timeline

Answer : Until the agreement is formalized, clarification will happen as soon as the information is made available. as the document is in draft we are hoping to guide the community to build a comprehensive and sustainable cannabis agreement.


9. Regarding 7.1 – “Six Nations Community standards” – what are these? Where do we find these?

Answer : We are writing the standards for our operations right now, right here. Every meeting we move closer to understanding and a final agreement.


10. Regarding 7.4 – what will these applicants be reviewed for?

Answer : Fulfillment of all the agreed practices and procedures. An example of this would be a business plans illustrating a thorough understanding of the agreement in all aspects.


11. Regarding 7.5 – what are the annual fees?

Answer : To be determined by the community believes the cannabis industry should  contribute or to lessen the cost of the administration of the cannabis agreement by the commission.


12. Will this limit the people from being able to get a permit as they would need to disclose the use of the building

Answer : Many aspects of the cannabis business will need to be disclosed. as public safety and consumer safety is paramount. Businesses will not be allowed to operate within a dwelling or expose children and youth to cannabis.


13. Regarding 8. – this agreement is restricting the “USE” of cannabis also? I have never heard this mentioned in any of the past 2 meetings

Answer : This agreement is to regulate businesses only, we do not look to regulate personal use.


14. Regarding 9.1 – what is your definition of “Regularly?”

Answer : Weekly, monthly, quarterly, to be determined by the community.


15. Regarding 9.4 – It was my understanding that “the People” determined the distribution of the Community Trust funds – if either HCCC or SNEC representative refuses to sign what happens then

Answer : The people determine where this funding should be spent. If either of the political parties refuse to sign it would take this to be going against both of their mandates and would then question their purpose entirely.
